Survey on NEPA Categorical Exclusion (CatEx) Practices

This survey asks about how categorical exclusions (CATEX/CEs) under the National Environmental Policy Act (NEPA) are applied. While CEs are not methodically tracked, they are widely used and an important part of overall NEPA compliance. The survey does not address how agencies develop CEs but how established CEs are used.

It also asks about both undocumented “normal” CEs and documented categorical exclusions (DCEs). A broad understanding of agency practices could help identify those methods and procedures that are effective and offer ideas for improvements.

The results of the survey will be presented at the National Association of Environmental Professionals (NAEP) conference on May 20, 2019 in Baltimore, Maryland.
