Environmental Compliance for Emergency Actions

This presentation will explore recent issues with emergency preparedness across the country as well as some underlying science regarding risk avoidance. Case studies will include how the North Carolina Environmental Health Section was able to react and assess issues after the World Equestrian Games, Hurricane Florence, and Hurricane Michael as well as the Los Angeles District's efforts dealing with issues resulting from wildfires in California. The discussion will include assessment of food service areas after flooding, lack of water and boil water notices in permit establishments. There will also be a discussion of the assessment of North Carolina’s response and what will be done moving forward and how the Los Angeles district handled emergency permitting after the Thomas Fire in the vicinity of Santa Barbara and Ventura Counties, CA. Aaron Allen HeadshotAaron O. Allen, Ph.D., Chief North Coast Branch, Regulatory Division

Aaron Allen is the Chief of the North Coast Branch in the U.S. Army Corps of Engineers Los Angeles District Regulatory Division. He also serves as a co-lead Instructor for the scope of analysis and cumulative impact assessment in the Regulatory IIA Prospect Course as well as being an instructor for the Regulatory Program Ordinary Highwater Mark and NEPA classes. His 26-year Corps career has included assignments as a Senior Project Manager and as the Los Angeles District Technical Expert in Dryland Fluvial Geomorphology. The majority of his technical experience has been in jurisdictional issues in the arid Southwest, fluvial geomorphology, compensatory mitigation projects, and indirect/cumulative impact analysis. He is also a regular presenter at regional and national conferences on many issues related to wetland regulations.  

Veronica Bryant HeadshotVeronica Bryant, REHS

Veronica Bryant is the Environmental Health (EH) Preparedness and Outbreak Coordinator for the North Carolina Environmental Health Section. Veronica is an active member of the North Carolina Variance Committee, as well as the International Association of Food Protection and the Conference for Food Protection. She has served on the Executive Committee of EH Section of North Carolina Public Health Association (NCPHA) as well as the West Piedmont EH Section, an Educational District of the EH Section of NCPHA.

During her state career, Veronica has assisted with trainings on verification and validation of Hazard Analysis and Critical Control Point (HACCP) plans, emergency preparedness, and epidemiology courses, as well as state-specific variance information.  Veronica holds a bachelor’s degree in Chemistry from Appalachian State University. She has more than 10 years of experience in environmental health in North Carolina, including working in both Mecklenburg and Gaston counties. 

Jason Needham HeadshotJason Needham, P.E. 

Jason Needham is the senior consequence specialist for the USACE Risk Management Center (RMC). He holds a B.S. degree in Civil Engineering from New Mexico State University, an M.S. degree in Engineering from the University of California at Davis, and is a registered Professional Engineer in the state of California. Jason specializes in risk analysis and consequence estimation, and he leads the USACE research and development efforts focused on understanding the potential loss of life from flooding.

He has been a practicing Hydraulic Engineering and flood-related consequence estimation for over 20 years and is a lead developer of the USACE Levee Screening Tool and vice-chair for the USACE Levee Senior Oversight Group.

Lorna Withrow HeadshotLorna C. Withrow, P.E.

Lorna Withrow is an engineer with the On-Site Water Protection (OSWP) Branch of the North Carolina Department of Health and Human Services (NCDHHS) and has worked for the State of North Carolina in the environmental field for over 25 years. Her experience covers numerous environmental areas including radiological waste disposal, drinking water compliance, assessment and analysis, and enforcement.

Lorna joined the North Carolina Association of Environmental Professionals (NCAEP) in 2012 and is a licensed North Carolina Professional Engineer, holds a B.S. degree in Applied Mathematics with a Nuclear Engineering concentration and an M.C.E. degree in Environmental Engineering, both earned at North Carolina State University.  She is currently researching post-hurricane flooding impacts on subsurface wastewater systems.
