Representative Chuck NicholsonChuck Nicholson, PhD
Senior Environmental Planner/Scientist

Chuck has 41 years of professional experience in the environmental and natural resources fields, including 23 years as a NEPA compliance specialist. Most of this experience was at the Tennessee Valley Authority. He has extensive experience in the preparation of EISs, EAs, and Categorical Exclusion documentation for a wide range of actions and with the associated regulatory and consultation processes. These include reviews of the full range of TVA’s energy resources, including nuclear, coal, natural gas, diesel, hydroelectric, wind, solar, and demand-side resources, as well as with electrical transmission. He has also prepared NEPA documentation for lands planning and natural resource management activities.

Representative Christopher HoldridgeChristopher Holdridge
NEPA Project Manager

Chris Holdridge is a Program/Project Manager with HDR and has 24 years of experience in National Environmental Policy Act (NEPA) and related planning studies, environmental due diligence, remediation, and environmental compliance services. His experience has primarily been with the Department of Defense, but also includes a variety of other federal and state agencies. Mr. Holdridge has managed, reviewed, and authored more than 100 NEPA documents and 300 environmental due diligence documents.  His project management experience ranges from oversight of complex, multi-agency Environmental Impact Statements to Environmental Assessments and Categorical Exclusions.  He has worked in collaboration with a number of federal and state agencies to successfully carry out the NEPA process in support of large infrastructure and development projects. He was worked on several projects with wetlands, threatened and endangered species, and cultural resources issues that required surveys, consultation, and permits. Mr. Holdridge manages several portfolios of NEPA documents, and serves as the Quality Control reviewer for HDR’s military NEPA group. He earned a Bachelor of Science in Environmental Studies from Kutztown University of Pennsylvania and a Master of Science in Environmental Assessment from Drexel University.

Michael Mayer

Michael has over 20 years of experience working on federal, state, and private client projects related to energy development and transmission, natural resource management, and mining. Michael uses his unique training as both a biologist and a lawyer to address resource issues in a scientifically and legally defensible manner. With his legal training, he is able to navigate the myriad of regulatory requirements and identify potential issues in order to help develop strategies and solutions that allow clients to achieve their goals. As a biologist, he is able to lead teams in performing site investigations and reviewing pertinent literature, applying ecological knowledge to planning and compliance efforts, navigating natural resource laws such as the Endangered Species Act (ESA). Michael has been a project manager, lead technical advisor, and quality assurance/quality control (QAQC) lead on a number of complex and controversial site-specific and programmatic National Environmental Policy Act (NEPA) and state equivalent impact assessment documents. In addition, he has facilitated numerous NEPA-related meetings, such as internal, cooperating agency, and public scoping and comment; alternatives development; and interdisciplinary roundtable meetings with federal and state agencies. In his former positions with the National Park Service (NPS), Bonneville Power Administration (BPA), and the U.S. Forest Service (USFS), Michael’s role focused on NEPA, ESA, Migratory Bird Treaty Act, Clean Water Act, and National Historic Preservation Act and other environmental laws, regulations, and compliance requirements. With HDR, he applies that regulatory experience and expertise on a variety of complex projects.
