Shannon Stewart is owner and principal of the newly formed Stewart Consulting, LLC.  Stewart Consulting is a small, woman-owned business aimed at bringing strategy, solutions and success to the environmental review process.  Shannon is a recognized leader in the field of NEPA, with over 19 years of professional experience in environmental documentation and public land issues, as well as extensive experience interpreting Federal and state environmental laws, regulations, and policies. 

Over her professional career, Shannon has worked at the Federal, state, and local levels and for a non-profit environmental organization. Shannon recently completed an appointment as the Senior Advisor to the Director of the Bureau of Land Management (BLM) on an effort to reform the Federal coal leasing program. Prior to taking this appointment, Shannon was a Principal Technical Associate at Environmental Science Associates (ESA) in Los Angeles, California where she led ESA’s southern California Energy Group and managed NEPA, CEQA, and other permitting requirements for a variety of renewable energy and utility clients. Shannon has served as a senior level analyst for both the Department of Energy and the Department of the Interior specializing in controversial and complex projects as well as strategic policy development.  Shannon also worked for the North Carolina Division of Water Quality, the Leon County Planning Department in Florida, and The Nature Conservancy. Shannon attended college at the University of Miami, followed by Florida State University where she obtained a Master’s of Science in Urban and Regional Planning. She holds a Certificate in NEPA from Duke University’s Environmental Leadership Program.

Shannon is an active member of NAEP. She has presented at NAEP’s annual conferences going back to 2011 on a variety of topics, including renewable energy, programmatic documentation, and climate change. She is the Chair of NAEP’s Education Committee. She also authored an article for “Environmental Practice,” presented on NAEP National Webinars, and participated in the Cohen NEPA Summit.

As a leader in the field of NEPA, Shannon enjoys teaching others, sharing lessons learned, and seeking ways to improve the state of the practice. Her diverse professional experience gives her a unique perspective on the environmental profession and environmental practice. She uses her position as an at large board member to facilitate educational opportunities and mentoring programs for emerging environmental professionals.
