About the Session

Booz Allen’s web-mapping tool, the NEPA Analysis and Visualization Interactive Geospatial Alternatives Tool for the Environment, or NAVIGATE-3D, integrates data from a spectrum of environmental and planning resources from authoritative data owners. It is a one-of-a-kind analysis and visualization tool designed to streamline analyses and visualize existing conditions and potential impacts that result from implementing master plans, land use plans, site-development, proposed project designs, or NEPA alternatives. NAVIGATE-3D is an innovative tool to streamline environmental reviews. With its easy-to-use platform, NAVIGATE-3D allows the user to view existing conditions data from multiple resources geospatially on an interactive map, determine which resources are in proximity to a site, and compare potential impacts from various alternatives and scenarios. NAVIGATE-3D instantaneously generates visualizations using data published by Federal, State, and local entities for over 75 data layers. The data owner (e.g., Environmental Protection Agency, U.S. Fish and Wildlife Service, U.S. Geological Survey) maintains the data and publishes data updates via an accessed web service. NAVIGATE-3D is linked to these web services and the authoritative data is displayed for the user to research and analyze. Web services require less maintenance as the most current data is continuously streamed to the tool. The tool incorporates data for all resource areas reviewed and assessed in a NEPA analysis.

Ms. Salerno has over 20 years of management experience working with Federal agency clients in support of NEPA. As Booz Allen's NEPA lead, she oversees environmental teams to prepare legally defensible NEPA documents from the preparation of Categorical Exclusion (CATEX) recommendations to Environmental Assessments (EA) and Environmental Impact Statements (EIS). She specializes in NEPA, ESA, CZMA, and EFH. She leads our current support to FEMA and BLM, and recently completed programmatic EIS' for VA, FEMA, and DOE ARPA-E.
